Does anyone understand how chat site works?

Hi, I have trouble entering the chat site, it seems I need to register every time if I want to chat? Even if i have already logged in the forum, i still can not acess the chat, oh well, I am not very good about IT so may be I misunderstood the process?

I understand that the purpose of registration is to prevent rude visitors. But it seems this has prevented all from entering, I might be wrong but the few times I was there, there was no one for the entire day,
